Checks if the system time is equal to the given number of milliseconds within the current frame.

bNow = myTime.FrameTimeIs( Time )

Return value
TRUE if the frame time is equal to the given value, otherwise FALSE.

Checks if the frame time has passed the given time within the current frame.
